Summary of the Case: On November 9, 2022, the Alarm Phone was contacted by concerned relatives about a boat of 19 travelers, most of whom were Algerian, who had departed from Cap Djinet, Algeria, at 23:00 CEST on November 8th. They were heading towards the Balearic Islands in Spain. Alarm Phone was unable to establish contact with the group and alerted the Spanish search and rescue organization, Salvamento Marítimo (SM). We spent several days trying to learn of the fate of this group, including many calls to SM to ask about rescues performed that may fit the description of this group. Ultimately, Alarm Phone was unable to learn if they had managed safe passage or had returned to Algeria.

Border police patrols
While the exact location of patrols is of course constantly changing, this line indicates the approximate boundary routinely patrolled by border guards’ naval assets. In the open sea, it usually correspond to the outer extent of the contiguous zone, the area in which “State may exercise the control necessary to prevent infringement of its customs, fiscal, immigration or sanitary laws” (UNCLOS, art. 33).
