Summary of the case: On Friday the 28th of July 2023, the Alarm Phone shift team was alerted by a relative to a group of five men in distress in the Alboran Sea. The travellers had departed in the early hours of the morning from a beach near Al Hoceima on a black rubber boat. We were not able to establish direct contact to the boat and did not know their exact GPS position. However, we immediately alerted the Spanish search and rescue organisation Salvamento Maritimo, relaying all the information we had. We continued trying to reach the travellers without result. Only two days later did we learn from relatives that the travellers had been intercepted by the Moroccan navy and forced back to Morocco.

Border police patrols
While the exact location of patrols is of course constantly changing, this line indicates the approximate boundary routinely patrolled by border guards’ naval assets. In the open sea, it usually correspond to the outer extent of the contiguous zone, the area in which “State may exercise the control necessary to prevent infringement of its customs, fiscal, immigration or sanitary laws” (UNCLOS, art. 33).
