Watch The Med Alarm Phone Investigations – August 2nd 2021

Case name: 2021_08_02-CM524
Situation: 130-140 people, including many women and children departed Zuwara, unclear whether rescued or missing at sea
Status of WTM Investigation: Unconfirmed
Place of Incident: Central Mediterranean

Summary of Case
In the night of August 2nd Alarm Phone was called by a group of 130-140 travellers in distress. They had departed Zuwara the previous night. The caller passed on a GPS position and requested urgent assistance. We found the position to be in the Maltese SAR zone and forwarded the alert to authorities. At 04.21 CEST the civil search and rescue vessel of Sea Watch informed authorities it believed it had visual contact to this distress case as well as two others. We continually forwarded updated GPS positions to authorities provided by the people in distress throughout the night and following morning. It remained difficult to establish contact with operators of the competent SAR authorities throughout the morning. At 13.50 CEST the Marine Rescue Coordination Centre (MRCC) Malta informed us that the MRCC Rome had sent three SAR vessels to the area since there were several distress calls from the vicinity of the 130-140 people.
The last direct contact we had to the boat was at 11.54 CEST August 2nd. Relatives who called us could not confirm the rescue of their family members. We would like to assume the 130-140 people, including many women and children were among those rescued but have no confirmation.

  • Border police patrols

While the exact location of patrols is of course constantly changing, this line indicates the approximate boundary routinely patrolled by border guards’ naval assets. In the open sea, it usually correspond to the outer extent of the contiguous zone, the area in which “State may exercise the control necessary to prevent infringement of its customs, fiscal, immigration or sanitary laws” (UNCLOS, art. 33). Data source: interviews with border police officials.
  • Coastal radars

Approximate radar beam range covered by coastal radars operating in the frame of national marine traffic monitoring systems. The actual beam depends from several different parameters (including the type of object to be detected). Data source: Finmeccanica.
  • Exclusive Economic Zone

Maritime area beyond and adjacent to the territorial sea in which the coastal state exercises sovereign rights for the purposes of exploring and exploiting, conserving and managing the natural resources, whether living or non-living, the seabed and its subsoil and the superjacent waters. Its breadth is 200 nautical miles from the straight baselines from which the territorial sea is measured (UNCLOS, Arts. 55, 56 and 57). • Frontex operations

Frontex has, in the past few years, carried out several sea operations at the maritime borders of the EU. The blue shapes indicate the approximate extend of these operations. Data source: Migreurop Altas.
