Summary of the Case:
Shortly after midnight on the 31st of March we informed the authorities in Italy, Malta and Greece about a boat in distress, close to the Greek island of Crete. The people on board had called Alarm Phone and reported that water was coming into the boat and that they had run out of fuel. They were urgently asking for help. When calling the Hellenic Coast Guard some minutes later, they inform us that they had just rescued 74 people at the indicated position. We understood later that the people most likely left from the east of Libya.

Border police patrols
While the exact location of patrols is of course constantly changing, this line indicates the approximate boundary routinely patrolled by border guards’ naval assets. In the open sea, it usually correspond to the outer extent of the contiguous zone, the area in which “State may exercise the control necessary to prevent infringement of its customs, fiscal, immigration or sanitary laws” (UNCLOS, art. 33).
