Summary of the case: On Wednesday the 5th of July 2023, the Alarm Phone shift team was alerted by a relative to a group of four travellers, all men, who had attempted to swim from the Moroccan town Fnideq to the Spanish exclave Ceuta, the evening before. Since then, the relative had no news from them and we were also unable to reach their phone. We immediately alerted the Spanish search and rescue organisation Salvamento Maritimo. Later, we learned from the relative that two of the people had been caught by the Guardia Civil and pushed back to Morocco, while the other two had managed to arrive in Ceuta.

Border police patrols
While the exact location of patrols is of course constantly changing, this line indicates the approximate boundary routinely patrolled by border guards’ naval assets. In the open sea, it usually correspond to the outer extent of the contiguous zone, the area in which “State may exercise the control necessary to prevent infringement of its customs, fiscal, immigration or sanitary laws” (UNCLOS, art. 33).
