Summary of the Case: On October 27th, 2018, the Alarm Phone shift team was alerted to two cases. The first was a distress case: although the boat of 13 people was rescued by the Turkish Coastguard, one woman was found dead. The other boat had 20 people and was also rescued by the Turkish Coastguard.

In the first case, the shift team received news at 3.50pm CET of a drowning boat with 13 people including 5 children. The shift team immediately called the Greek coastguard but was directed to the Turkish coastguard because the boat’s location was in Turkish waters. At 4.10pm, the shift team received news that the boat had been rescued by the Turkish coastguard, and that one woman had died.

In the second case, the shift team received a distress alert at 7.07pm CET. During a phone call with the boat, it was clear that they were in a dangerous situation. The shift team contacted the Greek and Turkish coastguards to alert them. At 7.30pm the Alarm Phone received confirmation that the boat had been saved by the Turkish Coastguard.

  • Border police patrols

While the exact location of patrols is of course constantly changing, this line indicates the approximate boundary routinely patrolled by border guards’ naval assets. In the open sea, it usually correspond to the outer extent of the contiguous zone, the area in which “State may exercise the control necessary to prevent infringement of its customs, fiscal, immigration or sanitary laws” (UNCLOS, art. 33). Data source: interviews with border police officials.
  • Coastal radars

Approximate radar beam range covered by coastal radars operating in the frame of national marine traffic monitoring systems. The actual beam depends from several different parameters (including the type of object to be detected). Data source: Finmeccanica.
  • Exclusive Economic Zone

Maritime area beyond and adjacent to the territorial sea in which the coastal state exercises sovereign rights for the purposes of exploring and exploiting, conserving and managing the natural resources, whether living or non-living, the seabed and its subsoil and the superjacent waters. Its breadth is 200 nautical miles from the straight baselines from which the territorial sea is measured (UNCLOS, Arts. 55, 56 and 57).
