Summary of the Case:

In the late evening of the 10th of October 2022 we were alerted to a group of people who were drifting in a life-raft in Turkish waters. We managed to get in direct contact with the people and received their GPS-location.

The people reported that they had arrived in Greece, but were taken back to the water, put in a “boat with no engine” and left in the water. They were 4 men, 3 women, and 3 children.

At 23:23 CEST we alerted the Turkish coastguard by email who confirmed at 00:06 CEST that they detected the life-raft with the 11 people and brought them to Turkey.

We could not re-establish contact with the people afterwards, and so we have no detailed reports about the human rights violations they have experienced.

Border police patrols
While the exact location of patrols is of course constantly changing, this line indicates the approximate boundary routinely patrolled by border guards’ naval assets. In the open sea, it usually correspond to the outer extent of the contiguous zone, the area in which “State may exercise the control necessary to prevent infringement of its customs, fiscal, immigration or sanitary laws” (UNCLOS, art. 33).
